Baxter College is a member of the Severn Academies Educational Trust and appoints its own local board of Governors. Members of this board hold elections in order to appoint their own Chair and Vice Chair. These appointments are subject to the approval of the Severn Academies Educational Trust Board of Directors. The appointment of Directors to the Severn Academies Educational Trust Board is the responsibility of the SAET Members. Click here to view our Governance Statement.

Chair of Governors

Welcome to Baxter College.  As Chair of the LGB, I am delighted to welcome you to the Board.  The board is focussed on ensuring our students have an excellent experience at Baxter College, and leave us as confident individuals as they enter into the wider world.  We are committed to supporting the school, staff and students. I’m passionate about education and learning, and believe that all students should have access to the best education they can.   My children are, and will be, at Baxter, which provides me with a different insight into the school and helps me understand how the strategic decisions that are made by the governing body impact on the students, and the school as a whole.  I have worked in a governance role within Financial Services for over 25 years, and know the impact poor decisions can make on both businesses and people’s lives, and the importance of getting things right. I became a governor to make a positive difference to our local school.


David Smales


Vice Chair of Governors & Trust Governor (Curriculum & Quality of Education Link Governor)
I am passionate about training and education and have for the last fifteen years worked for the Education and Skills Agency (ESFA), which is an executive agency of the Department for Education.  In various roles. I have had responsibility for managing further education colleges and private training providers as well as monitoring performance against targets and budgets.  I currently have counter fraud and investigation responsibilities as well as wider assurance across the training and education sector. I am an ex-steelworker and graduated from University with a BA (Hons) Politics as a mature student following redundancy from heavy industry.  I then worked for Trade Unions and Training Providers before moving on to the ESFA.  I have two sons at Baxter College in year 10 and sixth form.  I enjoy most sports as well as cooking adventurous meals for friends and family.

Katie Beech


Headteacher 
I am Katie Beech and I am very proud to be the Headteacher of Baxter College. I have worked in education for 20 years and have a wide range of leadership experience including 6th Form, learning and teaching, CPD and leadership coaching. I am a passionate educator who is committed to providing students with the best possible learning experience. I believe that education is not just about acquiring knowledge, but also about developing character, fostering a love of learning, and empowering students to achieve their dreams. I am a governor at a local primary school and I completed my NPQH in 2021. Outside of school my personal interests include cycling, walking my dog and reading.

Hi, I'm Chris. I have worked in the marketing and technology sectors throughout my career, mainly at board level in leadership roles. As a parent governor, as well as Key Stage 5 link governor, I hope to share my experience to actively contribute to the betterment of our school. Every child deserves an equal opportunity to flourish, not just in school but beyond. I genuinely believe that Baxter College provides that platform. Outside of School commitments, I'm a proud father of two boys, an avid F1 fan, shark fisherman, backgammon playing occasional surfer.

Staff Governor 

I have been a PE teacher here for the past 15 years, and for the last 9 of those years I have also been a head of year. I am a dedicated teacher with a deep commitment to pastoral care, physical education, and fostering an environment where every child has access to the tools and support necessary for success. As the Head of Year 11, I have the privilege of guiding students through one of the most formative stages of their academic journey, ensuring they are not only prepared for exams but are also supported emotionally and socially during this critical time in their lives.

My passion lies in the belief that every child, regardless of their background or challenges, deserves access to a quality education and the opportunity to succeed. I believe that education is not just about academic achievement but also about shaping resilient, confident, and well-rounded individuals. It is important to me that students are not just prepared for exams, but also empowered with the skills to thrive beyond the classroom. Pastoral care has always been at the heart of my approach as an educator. I have seen first-hand how nurturing a positive and supportive environment can lead to significant improvements in both academic performance and personal development.
